Carroll is unlikely to ever fit into the playing style he hopes to implement at Anfield, necessity means he can't afford to lose the £35m man without replacements coming in first.
Carroll is likely to start at Hearts tonight and Rodgers said: “I need a minimum of three strikers. Once the window shuts, that is it until January.
“I have got Luis Suarez, Fabio Borini and Andy Carroll.
“I would need to be a nut case to even consider at this moment to let Andy Carroll go out, unless there are other solutions for that. At the moment there isn’t.
“Andy has been working well. He knows the situation, like the rest of the group do and we will take it from there.”
Asked about a possible loan deal, Rodgers said: “Absolutely no chance – and certainly not to Newcastle.
“Newcastle got £35m for this player last year. To even consider wanting to take him on loan is a liberty really.
“It is all speculation. I would be here all night if I was to answer questions on speculation, but we have got a very small squad as it is.
“We have lost a lot of players this summer and I hope we will be able to bring some in. I had a target list of players I wanted.
“That was always conditional because of the monies that had been paid out here.
“The club is working very hard behind the scenes to manage that process to allow us to get some players in, but in terms of depth, it’s nowhere near where I would want it to be.
“I can’t wave a magic wand to bring players in and get players out.
“There is still a wee bit of time left and hopefully come the end of August we will be ready to go on with the group that we want.”
Carroll picked up a minor injury in training this week, but Rodgers is convinced he will start against Hearts.
“We need to have a look at Andy," he added. "He is due to start but he has felt a slight twinge, so we have had it looked at and scanned. If he is available and then fit, he will start.”
Teenage striker Raheem Sterling could also be handed his first Liverpool start with Suarez - and skipper Steven Gerrard - having been rested for the trip to Tynecastle.
