So basically the players who are 21 years old or younger.

My ratings are based on potential and current ability. For instance Ibe probably has a 5 star potential but his current ability is about 3 stars, so I gave him 3.5 stars.
Coutinho sets the bar imo so if he's a "5", the rest must be below that.
Samed Yesil probably belongs in the top ten but I haven't seen enough of him to give him a fair rating.
