Phil flumpin' Jagielka. There's apparently a survey in the "Daily Mail" (yes, I know) which puts him at the top of the list, just ahead of one of Leicester's fullbacks, with Joe Ledley in third place.

Stats, eh?
 
The reason for that will be that the Everton centre back will have had the opportunity to run flat (say from a long ball over the top), whereas the faster attacking players will have had to make more short, sharp ten yard bursts. Plus Jagielka was likely running without the ball. He's not the fastest - clearly - but he may have registered the top speed.
 
Plus he goes up for corners, as soon as they lose the ball he legs it back to his own area, plenty of time to get a fast sprint stat.

I eventually found the report on their website and that last point is spot on. They were going by one-off top speeds.
