It was my understanding that many former presidents promised to put a stop to the US being ripped off by other countries however the current President actually did something about it. I don't think it was reciprocal beforehand. Will read more about it. Can you share the source of your info?

Trump talked about trade deficits, which actually meant that the EU doesn't import from the US as much as he'd like, it was actually nothing to do with a difference in tariffs, there wasn't one on average before, (outside of the difference in sectors) more to do with volumes. As it is now, increased tariffs on EU goods will either reduce volumes of imports from the EU and close that trade gap, or increase revenue from tariffs and not close the gap. It's probably a bit of both.
