I'm far from convinced by Chelsea's recent transfer policy. They used to sign the hottest players in their early 20's like Robben, Hazard, Cech, Drogba, David Luiz, Oscar, Courtois, Diego Costa – that investment was the basis of their success under Mourinho and thereafter. They bought smart and young and laid solid foundations for success for many years to come – something I can't say even about Man City or PSG. But from a certain point their strategy started resembling AC Milan post-Berlusconi, betting on trying to rehabilitate careers of various crocks and misfits, like Falcao, Remi, now Pato. More and more, they are going for name recognition at bargain prices rather than attracting stars of tomorrow. Even Fabregas, for all his undeniable class, kind of fits with the latter strategy rather than the former. Same for Pedro. They tried hard to buy the aging Rooney; now there is talk of them bringing Van Persie back to the EPL. At this rate, we should offer them Balotelli and see if they bite.
I am starting to think there is a vigorous cost-cutting program that has already been underway for some time at Chelsea and that's why Mourinho had to make do with such a small squad. As part of this restructuring, they parted ways with several quality players who were not essential in the short term, but later could have formed the core of their next generation of stars: De Bruyne, Cuadrado, Sturridge, Lukaku, Schurrle and others. (Don't tell me Cuadrado looked bad, he is still one of the best wingers in the game, but they shipped him back without giving him the second look as he was trying to adapt) Chelsea slide into obscurity this season could well be a symptom of something bigger going wrong with the club. They are not going to return back to top 4 anytime soon if they keep going on the same path.
BTW I just read that they are considering Mark Hughes as their next manager.
