I can't see this working, but it's a move to make KERS must for all the teams, 6 seconds of (slightly more) fuel efficient racing per lap.
It's going to make F1 slow for 3/4's of every race. Strategy and planning are out the window, fill her up and we'll tell you when you can go fast.
The budgets portrayed in the press are nothing like what the teams spend, most of the time it only includes what it costs to run the team. Maclaren have been spending a massive £1,000,000 a day in development over the last few years, added to their £300,000,000 yearly budget.
Things do need to change, it needs to go back to the days were the best designed cars win, but that means giving the designers more freedom, something they are looking at in 2010.
It's going to be an interesting few years in F1 and most lap records are going to stay where they are forever
