Mainly homegrown player issue. Read that they were considering Ben Foster too.

In Mourinho's Premier League squad submitted in February after the last window closed, he only named 20 players in a list that could contain 25.
That is partly because only four homegrown players were named in Harry Kane, Dele Alli, Harry Winks and Davies, which meant four spaces had to be left. Eric Dier remains non-homegrown.
That means one other foreign players could have been named, not including Wanyama who was named in the Premier League squad.
Other young players like Parrott, Ryan Sessegnon, Japhet Tanganga, Oliver Skipp, Gedson Fernandes and Juan Foyth were able to be named on the U21 list.
So in terms of the next window where do Tottenham stand?
Wanyama has now left the club so Tottenham have the exact amount of foreign players required for a European squad.
That would mean that
in terms of their European squad Tottenham cannot sign any more foreign players to use without removing others.
However,
it's worth noting that Jan Vertonghen and Vorm's contracts are both set to expire and should both depart then Tottenham will have two foreign player spots to work with, should they qualify for European football.
Should Danny Rose and Kyle Walker-Peters return then they will not impact squad numbers as they slip back into their homegrown player spots.
However,
should they depart then Tottenham's lack of homegrown options will continue to be glaring.[/article]

Tottenham will still need to move on players if they are to add new signings to their European squad - if they qualify for such a competition.
They have one spot currently in their Premier League squad for a foreign player over the age of 21.
Wanyama's departure is balanced by the fact that Gedson Fernandes will no longer be able to be used on the U21 list in the next campaign.
Vorm and Vertonghen's future will dictate what happens next with the Premier League list.
