Incredibly some posters who should know better are making this claim - however it seems that they are in a very very VERY small minority who think that way.
Wenger
“They had two tricky opponents,†said Wenger. “Tottenham are on a high at the moment, and when you play Aston Villa at home, you know they can be dangerous on the counter-attack.
“But I do not discount Liverpool. I believe they will still be a threat for the title.â€
O'Neil
“It’s staggering the number of prophecies that are made after two, three or four games of the season. It’s truly staggering, but nothing surprises me.â€
Oliver Kay
People are writing them off by saying they lost twice last season and they have already lost twice this season. Manchester United lost four games last season and still won the league, so it is not all about how many you lose. Liverpool's problems last season came because of the number of matches they drew.
Having said that there isn't a great margin for error in the Premier League these days. Liverpool have to recover from this very quickly and get on a winning run if they are going to be in the mix at the end of the season. All the top teams will probably lose more games than they did last season and the winning points tally may well be lower than last season. Having said that Liverpool can't afford to start slowly.

A few wins will get us back on track and I do agree with Oliver Kay's summation .... whilst the bottom half of the table looks weaker the top half looks much stronger and our points total from last season could even be enough to win it this season as more points are lost by the Top 4 to other challengers ...... and we're only one point off it from our results against those same teams from last year.
