The ornament in the original is associated with the font used, it's in the same typeset. I guess maybe it's supposed to represent the gates, but it isn't from them.

I guess we won't know if the scroll is a stylised Shankly gates ornament, unless the maker of the original banner tells us, but it has a look of it to me.
