Wizz,
Of all the names that you mention, the only two that I'd put above Stevie are Zidane and Messi. The others, though greats, have not been as good, as consistently good, week in and week out over their entire careers, and as inflential to their teams as he has. In my opinion.
You ask how good could he have been, surrounded by better players... Isn't that just it? He led a team with Milan Baros, Djimi Traore, etc... to the fucking European Cup. He's been almost all we've had for long periods of his career with us. He's been this great with so of the worst players we've seen at Anfield for decades.
Would Kaka or Ronaldhino have turned Istanbul the way he did? Or even Cardiff, for that matter? I don't think so.

I know you do Whadda's. A lot of LFC supporters believe Gerrard to have been as good as anyone for lengthy periods of his career. I personally think he's been better than Zidane in many aspects but he hasn't managed to do it at World Cups like Zidane did.
The point is, the general football public don't share your sentiment. Most manc supporters, Chavs etc will tell you that Messi is the best in the world. Most fans will, begrudgingly, accept that Ronaldo is an absolute superstar and able to match anyone. They'll also tell you they found Ronaldinho electrifying or they marvelled at the magic of Kaka while some others declare that Zidane deserves to mentioned in the same breath as Pele or Best. However, ask them about Gerrard and ..... "yeah, he's a top player. Really good. He's a legend at Liverpool, yeah?"
You said Gerrard is without doubt the best footballer of his generation. Unfortunately that sentiment is confined to LFC supporters and pretty much nobody else. The wider footballing audience (ie. the billions around the world) would see Gerrard as a top player - like Rooney, Giggs or Henry. Like many others I've watched him more closely than any other player; the explosive power, the strength, the vision, the passing, the athleticism, the goal scoring prowess, the touch we take for granted but is really only shared by Suarez in the current team, the exceptional skill when he's not being smothered by opponents. It's exceptional. Messi will never have the power of Gerrard, the athleticism, the passing range or the thunderous shooting. Ronaldo will never have the power of Gerrard, the passing range, the thunderous shooting nor the vision. Zidane never had Gerrards athleticism, his passing range nor his speed. I'd go on but those three are revered by billions as all time footballing greats while Gerrard never passes their lips.
LFC supporters - whether they appreciate him or not - know just what he's capable of. For all the tension in their relationship it was Rafa who gave Stevie one of the best accolades imaginable. I'm sure most remember it but he told the media that Lampard was a fantastic player like Gerrard. But, he went on, I could play Gerrard at right back and he will be fantastic there, I could play him at Right Wing and he will be fantastic there, I could play him at CM and he'll be fantastic there, I could play him at DM and he would be fantastic there. The rest of the world, however, can be heard arguing "Gerrard or Lampard ....... or Scholes". For me this is what Gerrard has given up (besides certain titles) by sticking with LFC. I'm not suggesting he's a martyr in any way - he could buy a couple of islands with pocket money. But he has sacrificed the respect and reverence of billions that he would no doubt enjoy were it not for his committment to the Liverpool cause. He will never be regarded as without question the best of his generation - even though he was/is more than good enough.
