Spanish lowstandard teams that have been in the Semi's of the European cups over a relatively short period of time includes Villareal, Deportivo La Coruna, Valencia, Sevilla, At Madrid, Espanyol, At Bilbao and Real Betis if not mistaken. Probably more.
Imagine making a list of the years from say 1990 to 2018. Next to each year, write the number of teams that were competitive (doesn't have to mean being in European Cup finals, just good enough by your own judgement to have competed in one). For Spain, the clubs will extend out to two, occasionally three, hardly ever four in any given year. For England, the clubs will extend out to at least four in most years, and five or six more recently.

Due to counting {Liverpool, United, Arsenal, Chelsea, Man City, Tottenham} versus {Barcelona, Real, Atletico}. I'm not sure what your definition of competition is, but the correct one is that six teams is more competitive than three teams. The other teams you listed are ones that come and go in fleeting seasons, they're the equivalents of Newcastle, Blackburn, Leeds, etc.
