It makes no difference if City get Champions League or not. We know they are financially doped and it just means their sponsorship money will go up for a season to compensate. Their players will take a year out of the competition if they're paid enough to not moan about it, which they will be.
But for most of the other clubs in contention, missing out costs them real money. I would most like to see Chelsea miss out because it will test their resolve, whilst another season in the competition for Newcastle or Villa will really stretch them in a footballing sense as they don't have the depth in their squads to have a decent tilt at both CL AND PL. And God knows what Forest would do, but I reckon they'd take some almighty beatings if they get in and don't get an easy draw.

In fairness impressive if City manage to get second after all the talk of them finishing 6th or worse at one point.

The biggest hateful thing we need to hope for is that united miss out on the cl.
I don't want arsenal to win either, and it could prove transformative in getting over the hump, but they are a threat regardless, and spurs just fucking aren't, they will be also rans next year wherever they finish.
United are in horrible financial straights. Them getting a bail out isn't a fix, but missing out entirely digs a deep deep hole. The swing between them winning and not is more massive than any other.

The teams we should be wanting not to qualify are those that would benefit the most (in terms of attracting players and actual competition for the PL title next season) : United, Arsenal and City.
Though City could still find a way to illegally strengthen, the upcoming fines/demotion/ points deduction whatever could both stymie their PL aspirations and make financial irregularities more difficult to sustain / cover, as well as putting them even more under the microscope - should they fail to qualify (they won't - I'm hoping when 115 are found guilty there will be a commensurate punishment).
Last 3 seasons Arsenal have managed 69, 84 and 89 points. The maximum they could attain this season is 79 (currently on 67). I'ts likely they'll get between 4 and 9 more points. Building something my arse.
