As @737Max said, we can't do a long-term deal with him due to his age (and we also can't lavish a huge salary on him just yet either, although there'll be big bonuses).
As soon as he's old enough, he'll be signing a newer deal, 5-6 years and a better base salary.
There's a good chance that there'll already be a better deal attached to the current one which can be activated by the player when he's 18. It was normal practice when we brought kids in on scholarship deals (under which they get paid peanuts) that there would be a pro deal attached to it which would be on better terms, and would be signed as soon as they were old enough.
Nothing to worry about here.
We're not Chelsea, we actually abide by the rules.

Pretty much every deal we do with an agent is around circumventing (= breaking) some rule or other.
Everyone does it. That was always the justification (I used to call it the Lance Armstrong defence).
e.g. if we don't get a payment to this promising 15 year-old's Dad, he'll sign for City because they will sort him out. Variations on a theme with bigger numbers the higher you go up the chain.
Not saying we did this, but I know it goes on:
Club A wants a player from Club B.
Club B wants £40m, Club A only has £25m.
Enter mysterious agent, he's paid £2.5m by Club A and then Club B's president agrees to sell the player for £25m.
Where does the £2.5m go?
I can see it being one of those where he signs a new deal every year or two until he's 21/22 to increase terms and length when applicable.

He’s so skilled, but incredibly predictable. Plus, once he starts a move to beat a player he doesn’t seem to have that burst of speed - he puts them off balance with his feints but then just keeps feinting. He’s got Gakpo disease on the cut back.

For the goal he literally puts 2 people off balance and then bursts away.
True. But as far as I saw that was the only time he did that and then produced something dangerous.
