Read somewhere about recent Twitter updates about updating to their new API v2, and if not on a paid plan will cause this scrolling lock as they rate limit it. It can be intermittent as depends on how many times its hit before they rate limit it. Could be that. I'm finding the issue on other sites now, not just this one.
