From what I've seen, in no particular order:
Elseid Hysaj (Albania and Napoli) – really impressive right-back, was impeccable defensively and supported the attack well with his crosses too.
Dmitri Payet (France and West Ham) – his fairy-tale season continues. Starting to look like a leader in a talent-packed French side and their only true #10.
Marek Hamsik (Slovakia and Napoli) – he underperformed for his national team in the past, but this time he plays like a real mature leader and super-star.
Ivan Perisic (Croatia and Inter) – Klopp's former protegé who didn't quite make it in Dortmund, but is now proving Klopp's initial judgement right both for club and country.
Iniesta (Spain and Barca) – this tournament is probably the swan-song of the great player. We just have to shut up and enjoy every minute.
Krychowiak (Poland and Sevilla) – a battling DM with intelligence and even some play-making qualities. PSG seems to be signing him this summer.
Jerome Boateng (Germany and Bayern) – seems to have matured into Germany's best CB. His confidence on the ball and ability to spray passes like a proper DLP has grown so much under Guardiola's tutelage. He is making even Hummels look almost ordinary.
Walker and Clyne (England RBs) – clear MOM performances in each of England'd 3 games so far, which is good for them, but not such a good sign if you're England...
Gareth Bale – I didn't see any Wales games except vs England, but I heard he was a bit good... It pays for smaller nations to build their game around one super-star, if they have one.
The best managers so far, I think, were Conte, Del Bosque and De Biasi (manager of Albania). Coleman also has to take credit for Wales winning the group.
