A home grown player is defined as one who, irrespective of his nationality or age, has been registered with any club affiliated to the Football Association or the Welsh Football Association for a period, continuous or not, of three entire seasons or 36 months prior to his 21st birthday (or the end of the season during which he turns 21).
So though Cesc Fabregas certainly isn’t English, he’s definitely homegrown because he’s been with Arsenal since the age of 16.
The other important aspect is that players aged 21 or under do not count towards the 25 man limit. So though teams must name a squad of 25, they are free to field players not in that 25 man squad provided they are aged 21 and under. For example, Mario Balotelli is only 20 years old and so will not count towards Man City’s 25 man squad limit.
Clubs must include eight home-grown players out of a squad of 25.

Simply put, 8 of the 25 spots are reserved for "home grown" players. So if a team doesn't have 8 home grown players (not likely), they can register 7,6,5...etc but they can not have a squad total of 25 players.
So if Everton only registers 7 home grown players they can only have a maximum of 24 registered premier league players but as mentioned above, if the player is u21 he doesn't have to be registered at all.
The rule is pretty much a joke that leaves a lot of loop-holes. What it basically limits is the number of senior foreign players. You are "only" allowed to have 17....
