The tactic of bringing on players specifically for penalties must be the least evidence-based thing in football. Case in point: Morata brought in on 120th minute and costs his team the shootout and the title. Everyone else scored but him.

Must be devastating for the player too… at least if you’ve played in the game and then missed the penalty you still did something positive. If your only contribution is missing a penalty, that’s tough.
Considering we live in an age of football where data driven decisions are more prevalent than ever then one can only assume the decision is extremely evidence based. Don’t confuse the outcome with following the right process up til then.

Whenever this happens I do always think why not sub them on sooner, so that they have warmed up kicking the ball.

I thought this a while ago when watching NFL kickers warm up, but i'm surprised we don't have ways to let players warm up kicking the actual ball. Either on the side line (into a net) or for home teams somewhere back in the locker room.
 
Yeah signing young brilliant players who've just signed a five year deal with an oil club who have the largest wage bill of any club ever and who have just won the champions league is absolutely in line with a moneyball strategy. I don't know how you unearth these gems, apart from watching them win yet another trophy last night.
